Multi-Regional Information Technology Support Services

EPA Multi-Regional Information Technology Support Services (MRITSS)

The U.S. Environmental Protection Agency (EPA) Multi-Regional Information Technology Support Services (MRITSS) contract vehicle provides EPA offices with streamlined access to a broad range of information technology support services across multiple regions and locations nationwide. MRITSS was established as a Multiple Award Blanket Purchase Agreement (BPA) under the GSA Multiple Award Schedule to support recurring and evolving IT requirements throughout EPA’s regional operating environment.

The vehicle is designed to help EPA obtain consistent, responsive IT services across geographically dispersed offices while maintaining competition among qualified contractors. MRITSS consolidates requirements that had previously been supported through separate regional contracting arrangements, giving EPA a more coordinated mechanism for delivering enterprise and regional technology support. The procurement was structured as an 8(a) small-business set-aside, reinforcing EPA’s commitment to leveraging qualified small businesses for critical technology missions.

Supporting EPA’s Nationwide IT Mission

EPA’s workforce depends on reliable technology infrastructure to carry out environmental protection, regulatory, scientific, enforcement, and public-service missions. MRITSS provides a contracting framework through which EPA can acquire the personnel and technical expertise required to keep those environments operating effectively.

The vehicle supports IT requirements across EPA regional offices and other designated locations, allowing customers to address both ongoing operational needs and emerging technology requirements through individual BPA calls or task orders.

The scope can include activities such as:

  • Service desk and end-user support

  • Desktop and workstation support

  • Network administration

  • Systems administration

  • Application and database support

  • User training and technical assistance

  • Hardware and software lifecycle support

  • IT asset and inventory management

  • Infrastructure operations

  • Special IT projects

  • Emergency and surge support

  • Regional technology modernization

  • Ancillary IT services

Industry descriptions of the awarded vehicle identify three broad functional areas: general requirements, regional IT support services, and ancillary IT services. Regional support activities include service desk operations, user training, network administration, inventory control, special projects, and emergency support.

Service Desk and End-User Support

A significant component of MRITSS is the delivery of responsive support to EPA employees and authorized users.

Contractors may support Tier 1 and Tier 2 service desk functions, troubleshooting, workstation configuration, software support, account assistance, peripheral devices, printing environments, productivity tools, and other day-to-day technology requirements.

Recent EPA ordering activity illustrates this role directly. In July 2026, EPA Region 9 issued an MRITSS call specifically for help desk services, demonstrating the vehicle’s active use for end-user technology support.

By using MRITSS for these requirements, EPA can maintain consistent service delivery while adapting staffing and technical capabilities to the needs of individual regions.

Network and Infrastructure Support

MRITSS also enables EPA to obtain support for the infrastructure that connects employees, applications, databases, and agency resources.

Requirements may involve network administration, connectivity troubleshooting, infrastructure monitoring, server support, systems configuration, hardware installation, technical maintenance, and related operational services.

This capability is especially important for an organization operating across numerous regional offices and facilities. A coordinated contracting vehicle helps EPA maintain technology standards while still accommodating region-specific infrastructure and mission requirements.

Application, Database, and Platform Support

EPA programs rely on specialized information systems and databases to support environmental monitoring, regulatory programs, tribal engagement, scientific analysis, enforcement activities, and administrative operations.

MRITSS can provide technical support associated with those systems, including application maintenance, database administration, platform support, configuration, troubleshooting, and modernization.

For example, EPA Region 9 issued a 2026 MRITSS call order associated with Tribal IT DIME, classified under platform/database-related IT services. This demonstrates the vehicle’s ability to extend beyond traditional help desk services into specialized technology support for agency programs.

IT Asset and Inventory Management

Effective technology operations require accurate control of hardware, software, peripherals, and other IT assets.

MRITSS can support activities associated with:

  • Asset receiving and deployment

  • Inventory tracking

  • Hardware refresh cycles

  • Equipment configuration

  • Property accountability

  • Software inventory

  • Equipment transfers

  • Device retirement and disposal support

These services help EPA maintain visibility into its technology environment, manage lifecycle costs, and ensure that regional users have access to appropriate and properly configured equipment.

A Multiple-Award BPA Built for Flexibility

MRITSS was established as a multiple-award BPA, allowing EPA to compete individual requirements among participating contractors.

This structure can provide several acquisition benefits:

  • Streamlined ordering. EPA can issue individual BPA calls against an established contracting framework rather than conducting a new full procurement for every IT requirement.

  • Continued competition. Multiple contract holders can compete for individual requirements, helping EPA maintain competitive pricing and technical innovation.

  • Regional flexibility. Requirements can be structured around the specific needs of individual EPA regions and offices.

  • Scalable support. Work can range from targeted technical support to larger multi-year operational requirements.

  • Access to qualified small businesses. The original MRITSS procurement was competed as an 8(a) set-aside, expanding opportunities for small and disadvantaged businesses to support EPA’s IT mission.

Public award data identifies the overall MRITSS BPA with an approximately $240 million ceiling, demonstrating the scale of EPA’s anticipated multi-regional IT support requirements.

Supporting EPA’s Environmental Mission Through Technology

Although MRITSS is fundamentally an IT services vehicle, its impact extends directly to EPA’s environmental mission.

EPA employees rely on technology to conduct scientific research, manage environmental data, administer regulatory programs, interact with states and tribes, monitor environmental conditions, support enforcement actions, and communicate with the public.

Reliable IT support therefore plays a critical role in EPA’s ability to carry out its responsibilities.

Through MRITSS, contractors can help ensure that EPA’s workforce has access to secure, dependable, responsive, and well-managed technology services across the agency’s regional footprint.
