MDA SHIELD Contract Vehicle

The Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) contract is a major Missile Defense Agency (MDA) Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle designed to accelerate the development, integration, fielding, modernization, and sustainment of next-generation missile defense capabilities. SHIELD was created to give MDA and other authorized Department of Defense ordering organizations a flexible enterprise contracting pathway for rapidly acquiring innovative technologies and mission solutions.

With an estimated shared capacity of $151 billion, SHIELD is one of the largest defense acquisition vehicles of its kind. The contract supports both fixed-price and cost-reimbursement arrangements, along with other authorized FAR-based contract types, providing acquisition teams with flexibility to structure task orders around the technical maturity, risk, and complexity of individual requirements.

The core purpose of SHIELD is to enable the rapid delivery of innovative capabilities to the warfighter with greater speed and agility. The vehicle is designed to support the full lifecycle of advanced defense systems—from early research and experimentation through engineering, integration, production, deployment, modernization, and sustainment.

Digital Engineering and Model-Based Systems Engineering

A particularly important feature of SHIELD is its emphasis on digital engineering and Model-Based Systems Engineering (MBSE).

Digital engineering allows complex defense systems to be designed, modeled, evaluated, tested, and integrated within sophisticated digital environments before physical systems are fully produced or deployed. This can improve collaboration among engineering disciplines, increase visibility into system performance, identify integration problems earlier, and reduce the time and cost associated with traditional development processes.

Flexible Ordering and Acquisition

SHIELD operates as a multiple-award IDIQ, meaning qualified contract holders compete for individual task orders issued under the overarching contract.

The vehicle uses decentralized ordering procedures, allowing authorized ordering contracting officers to manage the task-order lifecycle while using MDA’s ORBIT Acquisition environment for activities such as solicitation posting, Q&A, proposal submission, scope review, and award selection.

For government customers, this structure can provide several advantages:

  • Faster acquisition. Agencies can compete requirements among established SHIELD contract holders instead of creating a completely new contract vehicle.

  • Flexible contract structures. Ordering officials can select contract types appropriate to individual requirements, including fixed-price and cost-reimbursement approaches.

  • Access to a large industrial base. MDA has established a very large contractor pool—more than 2,400 SHIELD contract holders—creating access to traditional defense contractors, small businesses, technology firms, engineering organizations, and other specialized providers.

  • Broad technical scope. The expansive work areas enable agencies to acquire solutions spanning research, engineering, production, cybersecurity, modernization, and sustainment without relying on multiple narrowly scoped acquisition vehicles.
